The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Discussion of Next Steps in the Banning Electric Utility Financial Recovery Plan 

 
Recommendation:

City Council previously approved a strategy for recovering the Banning Electric Utility's (BEU) cash balance including a 13.9% rate increase each November 2024 and 2025, and $6 million debt issuance to replenish cash balance (“BEU Financial Recovery Plan”). Staff requests a discussion and confirmation of the next step (debt issuance) or alternative Council direction.

Discussion of a City of Banning Fire Hydrant Maintenance Program

 
Recommendation:

Discuss the City's current fire hydrant maintenance activities and the development of a formal Fire Hydrant Maintenance Program.
